CERTIFICATE OF COMPETENCY AS
MASTER 5/SKIPPER 3
The Certificate
(Subject to amendments & the USL Code/National Commercial Vessel
Standards)
The Master Class 5 certificate allows the holder to be in command
of a commercial vessel less than 24 metres in length in trading
operations up to 100 nautical miles offshore. An endorsement may
be obtained to 200 nautical miles offshore. The certificate also
allows the holder to be second in command of vessels of varying
lengths in prescribed ranges up to 600 nautical miles offshore.
The Skipper Grade 3 qualification is the "fishing" version of the
Master Class 5. It allows command of the same length vessels in
the same operating areas where the activity is commercial fishing
rather than charter or trading operations.
Documented evidence of not less than 30 months qualifying service
must be presented and approved by Marine Safety Branch. (Copy of
letter from Marine Safety Branch stating eligibility must be given
to SMIT administration when enrolling) The attached information

The Course
The Master 5/Skipper 3 course runs for 4 weeks full-time, which includes Nautical Knowledge, Ship Navigation and Coastal Navigation. Course content & Training comply with SITP Training package & TDM Training package (Certificate III).
Additional short courses need to be completed before issue of Certificate
of competency as Master 5/Skipper 3 from Department of Infrastructure
Planning and Environment, Marine Safety Branch. These include:
1. M.R.O.C.P. (Marine Radio) 2 days
2. Elements of Shipboard Safety:
- Senior First Aid 2 days
- Fire Fighting 1 day
- Personal Survival Technique – 2 days
3. RADAR 3 days
The Training Company
Seafood & Maritime Industries Training is a non-profit, industry
based provider established in 1995. It provides a range of training
courses as well as being involved in national projects for the development
of maritime competencies & recognition.
Facilitators, trainers/tutors are highly experienced and qualified
seafarers from both national and international fishing and maritime
industries.
